Steve Mescan, President
Steve Mescan is an eleven year veteran of the Pittsburgh Police Department and is currently assigned to the SWAT Team. He has been assigned to the SWAT Team since 1999 and was assigned as the lead trainer in 2000. His instructional background includes defensive tactics, firearms, law and liability, use of force and all facets of SWAT operations. Steve has testified as an expert in SWAT related cases and has worked with other officers in his department regarding the evaluation of officer involved shooting and use of force. Steve is one of three assigned training team members and is responsible for monthly SWAT training and acts as a team leader on SWAT deployments.
Bill Young, Vice President
Bill young joined the PA State Police in 1988. In1992 he joined the Special Emergency Response Team (SERT). Bill worked as an entry operator for many years until he was promoted to team leader in 2002 and since then he has been promoted to Lieutenant and has been assigned as the SERT West Commander sine 2005. Bill has two Bachelor Degrees and a Master’s of Science in Organizational Leadership
Ron Yosi, Secretary
Ron is a 9 year veteran of the Pittsburgh Police Department. He has worked various assignments within the Bureau of Police to include the Street Response Unit. He was assigned to the Pittsburgh SWAT Team in early 2004. In early 2006 Ron was assigned as a team leader and assigned to the Tactical Operations Section as a fulltime trainer for the unit
Mark Goldberg, Treasurer
Lt. Goldberg's career in Warwick began in 1988. He served as a patrol officer, corporal and sergeant, as well as community policing coordinator, field training officer and DARE instructor. Additionally, he was assigned for 5 years as an operator on a regional SWAT team covering central Bucks County.
Ted Anderson, Southwest Director
Officer Anderson’s Professional Career began with an enlistment in the United States Army in the summer of 1979 as an Infantryman, he served tours of duty at Ft. Lewis, Washington, Republic of South Korea (2nd Infantry Division)and Schofield Barracks Hawaii. His last Duty Station was at Ft. Benning Ga. Where he was one of the founding Instructors who assisted in establishing the U.S. Army Sniper School where he served as Senior Instructor until his End of Term of Service in 1990. After leaving the Army, Officer Anderson worked with the U.S.M.C. as a civilian security manager for MWR Pentagon/Navy Annex.
In 1994 Officer Anderson was hired by the Pittsburgh Bureau of Police where he served as a beat officer downtown, working various plain clothes and uniformed assignments. In 1995 Officer Anderson was re-assigned to SWAT where he serves as Team Leader and Lead Sniper.
Some of Officer Anderson’s accomplishments have been; Graduate of USMC Scout/Sniper School, U.S. Army Sniper School, Dept. of Justice Police Sniper Course, Grand Aggregate Winner 1988 “All Army” Sniper Competition, 2nd Place winner 1989 “All Army Sniper Competition. Army Commendation Medal (2) Army Achievement Medal, PBP Commendation medal and recently coached the first ever law enforcement sniper team to compete in the “International Sniper Competition” held annually at Ft. Benning Ga.
Les Fetterman, Northwest Director
Les is a 20 year veteran of the Erie police Department. He was one of the original founding members of the SWAT Team when it was created in 1993. Since then he has been promoted to Team Leader in 2000 and in 2002 was promoted to Lieutenant and Commander of the Erie SWAT Team. He is assigned full-time to the Department’s training unit as the unit supervisor. Les in a recipient of the City of Erie Police Star award for actions during a critical incident in 2000 where three patrol officers were shot
Scott Haymaker, South Central Director
Scott Hayaker is a detective with the City of Johnstown Police Department since 1997. He joined the Special Emergency Response Team in 1998 and is currently assigned as the entry Team Leader. Scott has a B.A. in Criminal Justice. He is currently the 1st Sergeant in the United States Army National Guard assigned to the 28th MP Company with 19yrs of service.

Sgt. Paul A. Trautmann, South East Director
Sgt. Paul A. Trautmann has over 30 years of Law Enforcement experience, starting as a patrolman, then assigned as an undercover investigator, field-training officer, then promoted to detective before retiring as a Patrol Sergeant. He then resumed his police career with another agency in Pennsylvania. He holds instructor certifications in numerous firearms and use of force options. He has been the Team Leader of a multi-jurisdictional SWAT Team and has conducted SWAT training for numerous agencies. He has also been qualified as an expert witness in firearms, patrol, police procedures, tactics and use of force in Federal Court and the Commonwealth Court of Pennsylvania. He has conducted training for many Police agencies including the Philadelphia Office of the F.B.I., members of the Pennsylvania and New Jersey State Police, S.E.P.T.A. Transit Police and has been a presenter at both the annual and regional training conferences of IALEFI.
